Job Summary

NAVSYS, a GPS and NetCentric innovation company, seeks a Technical Program Manager for programs delivering products and services to GPS users. The TPM is an experienced, hands-on program manager who works with DoD and commercial customers in a fast paced, high-tech environment. Because of the technical nature of the programs, the TPM brings a strong technical background and direct experience in the development and implementation of GPS products and services through the management of project teams. The TPM is also called upon to provide technical advice in their technical area of expertise. The TPM manages multiple project teams in the delivery of client projects through identifying client needs, implementation procedures, meeting defined objectives, generating revenue, and new business development.

 
Job Description
  1. Coordinates the delivery of application products and services through effective use of the defined company implementation methodology.
  2. Manages multiple project teams in the delivery of complex products and services. Provides oversight for multiple project teams who complete day-to-day tasks for the delivery of client services and products. Manages project teams by setting priorities and implementation parameters, and defining roles and responsibilities.
  3. Provides technical oversight and mentorship in mapping customer requirements to technology solutions.
  4. Assimilates knowledge and understands a broad range of current and new technology issues/trends surrounding evolving system requirements, incorporating this information into proposals and bids that further our customer acquisition strategy and market development plans.
  5. Leads the interaction and negotiation with existing and potential new customers, engineering and business development team members, and new and prospective vendors and suppliers in order to successfully win and deliver programs.
  6. Develops and maintains project plans and projections, coordinating the effective use of resources.
  7. Prepares customer briefings, activity and status reports as required for assigned programs.
  8. Leads and participates in process improvement initiatives.
Requirements

This position requires a motivated self-starter and team-player with the ability to address diverse challenges in a complex environment. Among the challenges are inter-program technology dependencies and mid-program technology changes. Excellent organization and communication skills are a must. An ability to operate fluidly and efficiently and to motivate and monitor technical staff assigned in a matrix organization will contribute to the incumbent’s success.

The successful candidate should possess the following knowledge, skills, and experience:

  • 10+ years relevant technical and program management experience.
  • Experience in program management in a military environment.
  • Competency using Microsoft Project and other Office applications.
  • Experience with GPS and navigation systems in a DoD environment is highly desirable.
  • Experience with Oracle Enterprise Data and Technology architecture, Oracle RDMS, Service Oriented Architecture (SOA), Web services, and Data Modeling is highly desirable.
  • The ability to laugh when under pressure.
Citizenship, Education, and Security Clearance
  • BS degree or higher in Computer Science, Electrical Engineering or a related technical discipline.
  • U.S. citizenship is required.
  • Individuals with an active security clearance are preferred. Candidates without an active security clearance will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
